Pursuant to Art. 53 para. 53(1) of the Accounting Act, large enterprises and public interest enterprises engaged in extractive industries or in the harvesting of virgin forests shall prepare and publish an annual report on payments made to governments at the same time as their annual activity report. It shall be drawn up in the Bulgarian language, in thousands of leva, and shall contain the information for the relevant reporting period referred to in Article 54 of the same Act.

The annual report on payments to governments shall reflect the substance and not the form of the payments or activities concerned. Payments and activities may not be split or aggregated for the purpose of derogating from the application of this Law.

A report on payments to governments may be omitted in the event that undertakings are obliged to prepare such a report for the third countries listed in the Annex to Commission Implementing Decision (EU) 2016/1910 of 28 October 2016 on the equivalence of certain third country reporting requirements on payments to governments with the requirements of Chapter 10 of Directive 2013/34/EU of the European Parliament and of the Council (OJ L 295/82 of 29 October 2016).

The report is to be published together with the annual accounts.
